See, that's what I thought at first, too. However, only the first bullet on the list of actions targets children. The verbiage in the section, and the subsequent bullets, do not specify "children."
I'm not a lawyer, but I have a read a lot of legal documents, especially when I was studying history in college. And I believe that the phrasing, especially the distinct inclusion of "childhood" in the first bullet, but none of the rest means those are not constrained by a focus on children.
As I read that, the program is called "the Make Our Children Healthy Again Assessment" but there is no other mention that this should be restricted to children besides bullet (i).
